Since joining HIV Law Project in 2002, Ms. Welsh has become well known for her keen policy insights and staunch dedication to a client-first approach, which has become one of HIV Law Project’s most respected trademarks among its peers and in the communities where it operates. Ms. Welsh has made dignity and empowerment the first measure of HIV Law Project’s impact on the aids community and fiscal stability and long-term financial sustainability its foundation.

Building on the agency’s programmatic successes, Ms. Welsh has fought to preserve government funding for HIV legal services in New York City as well as diversify HIV Law Project’s own funding base through increasing private donor initiatives. She founded the Center for Women and HIV Advocacy (CWHA), engaged the entire agency in the development and implementation of a five-year strategic plan, and initiated a successful re-branding effort. She is actively involved in HIV Law Project’s policy and advocacy work, and a passionate advocate for social justice for low-income people and traditionally disenfranchised communities. Ms. Welsh works along side a team of exceptionally talented and committed professionals who, together, seek to realize HIV Law Project’s mission and core values.

Ms. Welsh has a long and distinguished career with 18 years of experience providing critical legal and advocacy services for people living with HIV/AIDS and championing positive women’s health and empowerment. Prior to joining HIV Law Project, Ms. Welsh worked with low-income communities in the Bronx, where she handled some of the earliest guardianship cases for grandparent caregivers whose adult children died from AIDS. In 1995 she joined the legal team at Gay Men’s Health Crisis and successfully litigated hundreds of cases. In 1988, Ms. Welsh assumed leadership of the then newly emerging HIV Advocacy Project at Queens Legal Services. Under her direction, Queen Legal Services grew to be recognized as the leading provider of HIV-related legal services to low-income people residing in Queens.

Tracy L. Welsh holds a Juris Doctorate from CUNY School of Law and a Masters in Policy and Public Administration from Columbia University’s School of International and Public Affairs.
